FOUR PAWS introduces new “VeriPet” control system in collaboration with anibis.ch and Amicus to combat trafficking in puppies

Zurich, 24 May 2022 – Thanks to the joint initiative of the worldwide animal welfare organization FOUR PAWS and the operators of the pet register Europetnet, the national dog database Amicus and the classified ad site anibis .ch, it has recently become possible to prevent fraudulent advertisers and unscrupulous puppy traders to potential customers. The VeriPet verification system, originally launched in Ireland and now in Switzerland, only allows registered and verified dog owners to offer their animals on anibis.ch. This control system significantly contributes to reducing the illegal trade in puppies and thus the suffering of animals.

The key to VeriPet’s success is that the system aims to deter criminals who profit from the suffering of dogs and their owners. Anyone who places an ad on anibis.ch must accept the verification of their data as the owner through the national Amicus dog database. This means that anyone who has not registered their dog or puppy cannot offer the animal for sale.

FOUR PAWS estimates the value of online puppy trade in Europe at almost € 1.5 billion a year. Nearly 2.4 million dogs are marketed each year on the three major European classifieds portals for dogs.

Amicus, the only national dog database in Switzerland with more than half a million registered dogs, is managed by the IT service provider Identitas SA. The website anibis.ch is one of the largest advertisers in Switzerland and will be the pioneer in this project. Each year, about 20,000 ads for dogs for sale are published on anibis.ch.

The system aims to stop the anonymity of online commerce and ensure that responsible dog breeders can continue to advertise while those who circumvent the law lose access to the online marketplace. Special rules apply to animal boarding schools, unborn litters and dogs registered in other countries.

VeriPet is an example of online regulation of pet trade that can be followed by other platforms and governments internationally. FOUR PAWS and Europetnet encourage other countries and platforms to follow this example, which will prove that it is possible to shop pets safely online.

The technical operation of the VeriPet system

Thanks to VeriPet’s application programming interface (API), only registered – and therefore traceable – owners can offer a dog for sale. When an advertisement is published on a classified page, the seller must state his mobile phone number or e-mail address as well as the number of the dog’s microchip. The VeriPet interface then cross-checks the animal registration databases via Europetnet to determine if the data matches. The registered owner of the dog then receives a unique code, which he must insert in the ad in order for it to be validated.

This means that only the person whose data is recorded on the dog’s microchip can place an ad to sell it. Illegal puppy sellers who want to run a business without the knowledge of the authorities and therefore do not register the animals cannot prove their identity and therefore lose access to the online market.
