The self-government plan, presented by Morocco to put an end to the artificial conflict around the Moroccan Sahara, is “realistic, credible and achievable” and provides a real lever for development, stressed former Spanish Housing Minister Maria Antonia Trujillo Rincon.

In a statement to the press on the sidelines of the 1st Moroccan-Spanish Mediterranean Forum under the theme “Territorial organization and the experience of regionalization in Morocco, Spain and Italy: cross-readings”, Ms Trujillo Rincón reaffirmed that the Autonomy Plan, announced in 2007, is ” a sovereign, advanced and realistic regional initiative and a lasting and ambitious roadmap “.

“The enemies of Morocco’s territorial integrity, due to ignorance and lack of knowledge, reject this important project, which meets the hopes of the people of the region,” she noted.

The advanced regionalization project provided for in Morocco’s constitution gives the southern provinces of the Kingdom broad powers to ensure the management of local affairs and all issues of interest to the people of the region, noted former Prime Minister José Luís Rodriguez Zapatero. .

“The conflict over the Moroccan Sahara is artificial and does not raise citizens’ issues and their socio-economic and development ambitions,” she said.

Morocco has taken an important step in the 2011 Constitution with a view to establishing a new regional model, anchoring pluralism and diversity, by reserving for the first time a large part of the regions (Title IX) and stipulating, in Article 1, that ” the kingdom’s territorial organization is decentralized “and” based on advanced regionalization “, she assured.

In this regard, Mrs Trujillo Rincón considered that “the theses of the enemies of the Kingdom’s territorial integrity on the Moroccan Autonomy Plan are false and show that they are unaware of the content of this plan and the important legislation relating to it. people who ignore the history of Morocco or deliberately neglect it ‘.

The Spanish academic stated that the southern provinces of the kingdom have experienced great progress and constant development, noting that Morocco has the right to choose a regional model that meets the population’s hopes and development goals according to the country’s own perceptions as a country. which enjoys full sovereignty over all its territories.

“I have personally observed, during several field visits, that the Moroccan Sahara, like other regions of the Kingdom, fully endorses Morocco’s new model of development, which has made great efforts in the southern provinces at all levels, especially in the social and human spheres. rights fields, ”she said.

Regarding Spain’s position on the Sahara issue, Mrs Trujillo Rincón recalled that the President of the Spanish Government, Pedro Sánchez, had sent a letter to HM King Mohammed VI on 14 March 2022, in which he mentioned some ideas about the new phase of relations between the two countries, based on transparency, mutual respect, mutual trust, permanent consultation, honest and sincere cooperation and respect for the agreements signed between the two parties, given that the two kingdoms are closely linked by history, geography, friendly relations and common interests.

Mr. Sanchez reaffirmed that Spain recognizes the importance of the Sahara issue for Morocco, as well as Morocco’s serious and credible efforts within the framework of the UN to find a mutually acceptable solution, she added.

Spain officially considers the Moroccan autonomy plan for the southern provinces, under Moroccan sovereignty, to be “the most serious, realistic and credible basis for resolving this conflict”, she concluded.
